City Resilience Strategy, Empower El Paso
The city of El Paso seeks to build its residents' capacity to become community leaders and affect positive change through formal and informal engagement, as public participation is essential to wellbeing.
Listening and learning form the basis of Empower El Paso's three key goals:
- 1) Activate non-traditional tools to build productive dialogue among community groups and public agencies;
- 2) Connect people to assets and programs that address challenges, promote vitality, and improve quality of life;
- 3) Improve conditions and enhance preparedness for low-income residents by providing access to resources that address challenges.
Existing initiatives including Neighborhood Leadership Academy, Annual Neighborhood Summit, Neighborhood Improvement Program, Annual Chime In Citizen Survey, Senior Volunteer Corps, and New Youth Leadership Council are fundamental to the success of Empower El Paso. These initiatives provide opportunities for residents to shape policy and inform investment. In crafting the Resilience Strategy, over 12,000 El Pasoans were engaged in a perceptions assessment and asset mapping. In preparing for the Census, over 100 partner agencies came together to target a complete count of the community. The capstone for Empower El Paso will be the Center for Civic Empowerment.
