Deputy City Manager, Skolkovo

Jacob brings over 15 years of construction and real estate experience. Since 2011, in his position as Skolkovo Deputy City Manager, has overseen the planning of Skolkovo City. Prior to Skolkovo he headed the Marbleton Real Estate Private Equity Fund which focused on investments in Russia. Jacob also worked for nine years at Intel Corporation. At Intel, Jacob co-managed the organization responsible for development (US$800 million per annum) of the firm’s facilities in Europe, India, Middle East, and Russia. His responsibilities consisted of managing and driving standardization of critical processes in areas such construction and supplier management, project delivery and compensation strategies and contract administration.

Jacob’s representative project experience includes construction of a US$1.4 billion microprocessor factory in Israel and US$800 million factory in Ireland. His team also enabled Intel’s US$150 million real estate and facility investment program in general office buildings and high performance data centers in 5 cities across Russia and the development of the company’s R&D centers in Bangalore, India.

Jacob holds a Bachelor’s Degree in Business Administration from The George Washington University and Masters of Science in Management for Boston University.
